Hebrew Illegal meta character in URL - Action failed

Hi I have a Hebrew URLs (file names) in a website. I get suggestions in traffic learning to add Meta characters to allowed Meta-characters. When trying to accept the suggestion, getting a popup window: "Action failed" Tried to add the meta-character manually, but the suggested meta-character is not on the list.
