Hi,
Have anybody seen that health monitor not marking the pool memeber ,however health monitors are not firing.
its happening in our device..

Which monitor? Does the monitor have debugging available? If so, switch the debug on. What do you see?
If you tcpdump the interface between the BigIP and the pool member, do you see the monitor traffic? What's in it?
When you say the pool member is down, how do you mean? The server is shutdown completely? The IP isn't on the network? The web server (Or whatever) isn't running but the host is up?
You'll need to provide a fair bit more info..
