HA between GTM's in different Address sapce

Is it possbible to have HA setup between GTM's in diffrent address space provided by ISP. I have two GTM's in a single location, each GTM is connected to different ISP, on different address space so w...

If each GTM would be connected to a different ISP, why don't you just make them both active and not an active/standby pair. They would be able to be part of the same synch group and share information and both would be able to receive DNS requests at any time.
