Personally I would recommend you use existing iApp feature in F5. Below link may help to generate UCS...

NimbostratusI am actually using the API call that is documented in F5, namely file. I am using the content-range in the API call to get the ucs file. I am testing now so there should be little traffic delay. I am very sure that the ucs file collected in API calls is not correct. I can manually download the ucs file and do an extraction and it work, but not the ucs file coming from the API calls. How can i debug the API call other than monitoring the content range value.
The link you send is using scp from that i can tell with a brief glance. Unfortunately, i cannot access TCL from my system.
