GW Tracking ( 2 default routes )

my external interface is bound to 2 vlans ( X & Y ) F5 device is conneted through a switch to 2 routers ( default GWs to internet )   i have 2 default routes one at X & one at Y , but if router X ...

the problem is how to make one of them as preferred & one as backup ( not to load balance to both ) is Priority Group Activation usable?
