I've created a GTM server that has addresses of the SelfIP of the LTM as below,
gtm server US_CERT-US_CERT_Peer {
addresses {
10.11.17.15 {
device-name US_CERT
}
...

Please issue the command show gtm server US_CERT-US_CERT_Peer detail and then give space bar and share the output. You will understand specifically the use of this command. As per my knowloedge if all the nodes are offline then availability will be offline.
