I can see it in some versions (12.1.2) while not in others (11.6.2 / 13.0.0), so this must be a fairly recent change. I would assume the reason for the change has to do with our long standing recommendation of not applying monitors to pools, especially the bigip monitor. You should apply only content specific monitors and only on rare occasion. At the server and virtual server level, BIG-IP DNS is able to gather all of the necessary availability information for the service.
