DC1 -> ISP -> Router -> Firewall -> F5 GTM -> LTM
DC2 -> ISP -> Router -> Firewall -> F5 GTM -> LTM

Simplest way would be to use an ICMP ping monitor the ISP router and use it within the pools on top of existing monitor.
Have you looked into VS Dependency ?
