Hi,
Is there an option to create exception for specific username on the Geo-location policy ? For instance - we are blocking all the countries except our country, and we want to allow to specific username to get in.

Not easily and not from the Web GUI. You can create an iRule for this though to bypass ASM if username is a specific username on the login URL.
