FTP and FTPS

I've recently come into a problem and I'm wondering if this is possibly solved by an iRule. We have regular FTP and then we are setting up FTPS but when we setup FTPS the way the instructions say to...

I had both running on separate ports, then I was asked for them both to be accepted on port 21. I then removed the VS for port 21. The only thing that works is FTPS and not FTP in this configuration. Also I'm not using SFTP we are using FTPS which is totally different.
