FQDN for each F5 in a DSC
For device service cluster, if the failover does not occur on the external HA link (internet facing interfaces). Is there still a need to use FQDN for each F5 in the DSC?
Our design is going to do failover on the non-public facing interfaces. Is it still required to use a Fully qualified domain name?

The FQDN that you are asked to provide for each F5 is unrelated to which interface you end up using for failover. Really, the FQDN is there so that you can more easily remember how to connect to the device (names are easier than IP addresses).
In line with that, the FQDN that you use for the F5's can be within a domain (or subdomain) different from your public facing domains.
