FIPS Availableuserkeys mismatch between active and standby devices

We recently deployed FIPs devices and generated the CSR with key security as FIPs and did a config sync to standby.

Then, on active I get Availableuserkeys as 2 and on standby as 1. Any ideas why I am getting like that ?
