failover port 2000 series how it works

I've configured 2 new 2600 LTM devices. I am not using network failover. I am using the crossover cable that came with the devices and have it connected into the failover port on each. Is there so...

I've also enabled network failover and it's still not working correctly. here's my results:

 

serial | Eth int 4 network failover| Box A | Box B | expected

If I take hardwired completely out of the picture (b/c at this point I can't seem to get it working) and only use network failover both units show active. Hardwired is not required right?
