F5 stub implementation

Nothing at this point. There are roughly 3000 iControl methods in the API that are tightly coupled with the underlying database and system functions on the BIG-IP. We could create a shim that didn't return anything for the methods, but that would be fairly useless when testing out an application that relies on results from one method to drive input into another.
