For your first question, my suggestion would be select the right throughput F5 VE system based on your requirement.
You need to understand how much data flow would be flowing through these F5s and how much will get increase in future also.
Based on it, you can choose right version VE. You can spin-up the system with different F5 software versions available on the AWS side.
For your 2nd question, you can check with F5 support/license team for this. They might give your best advice on this.
