Ignore = do nothing when this condition is met.
but in this scenario you need to control your Bot-defense action , so you can do something like that:
edit the second rule "default" then choose all traffic but enable the bot defense profile on it.
It will be published without issues.
No needs to add a Bot defense profile in the virtual server, because the LTM Policy with handle and control it so that it requests from you to put all possibilities ( disable/enable ) under conditions.
