Probably means the configuration did not load correctly. Did you reactivate the license before the upgrade? If not, just reactive the license and reload the configuration using the following commands:

tmsh load sys config partitions all

If license is not the problem, better you open a ticket with F5 support, as they need work with you to check the configuration.
