Monitoring in BIG-IP DNS is a little more complicated than in BIG-IP LTM (https://my.f5.com/manage/s/article/K08433560)
Basically, all BIG-IP DNS systems in a Sync-Group are eligible to perform monitoring of any given resource with priorities based on Prober Pool oder Prober Preference (like prefer local Datacenter).
The result of this monitoring is then mirrored to the Group and accepted by all members.

If your BIG-IP DNS Sync Group has multiple members in multiple datacenters and Monitoring does not egress one system, it may egress from another BIG-IP DNS.

If your Prober Preference is set to inside Datacenter, but no BIG-IP DNS is available there, it may also be delegated to a connected BIG-IP LTM that will then report the results to BIG-IP DNS.
