error upgrade image v11

I have just download image v11.0 and i upgrade image success for HD1.2, but i cant't do it in HD1.1 and the error is "failed (create_ucs failed; No such file or directory)".   My product is BIG-IP...

Old post but I just ran into a similar issue, 11.1, trying to install a new image. Turns out I had turned on turned on archive encryption under 'system'-> 'preferences'. Turning that off fixed the issue for me.
