Even though your log messages don't exactly match, it appears that this can still be the cause. If this does not appear to be the issue, I recommend opening an F5 Support case.

NimbostratusHello Vernon,
So using a Standard virtual server instead of a HTTP virtual server resolved the issue.
I believe that it needed an HTTP profile for the iRule to be applied.
