ERR_CONNECTION_REFUSED <local host>refused to connect.</local>

We Have a pair of LTM devices active one is working fine and other one i'm not able login via GUI it getting an a connection refused error I can able to login via CLI and also   I tried cmd: bigs...

Check the status of following :

bigstart status httpd tomcat syslog-ng

If they are all running, you can try to restart the following :

bigstart restart httpd tomcat

If it did not resolve the issue, you are good to restart the standby unit to force the reload of all services.
