is it possible to create a i-rule that stats
use pool1 - if pool1 can't be reached for 10 minutes - route to pool2

I wonder if Priority Group Activation would be a better method with the Pool2 members having a lower priority than the Pool1 members and the Pool Monitor timers adjusted accordingly?
