DNS Topology for Hong Kong and China

Hi, I have a DC in Hong Kong and a DC outside of Hong Kong. I need users within Hong Kong to connect to vpn.domain.com (GSLB) within their Hong Kong DC so that they have less restrictive Internet. All other China users need to connect to the other China DC, when accessing vpn.domain.com, so that they have their restrictive policies enforced. How can I do this with GTM? Topology records do not seem to get down to the proper "province".
