I'm not quite sure I understand your question. if you want to be sure that both listeners are available and beeing used, you will need your zone delegation to point to both of them. The DNS specifications will then see to it that they will be load balanced by round robin as default. How your two GTMs then will respond to queries for WIPs is all up to your configuration.
