Differnce between f5-sdk 3.0.2 & f5-icontrol-rest 1.3.0?

I am Building one API application to interact with F5 boxes in my Organization to do bulk changes ?

 

Any one please guide me, Which library is best for application(Graphical) for single and bulk changes?
