Hi mcaulifn,
You'll need to make sure that both of the GTMs are in the same sync group (use the gtm_add script) and aware of each other under the "Servers" section of the GTM module. After that task has been completed, you'll need to either add the LTMs in the same fashion or manually add the virtuals to pool in question. You'll then configure your WideIP for global availability and you should be good to go.
I would spend some time looking through the manuals as they provide detailed procedures for deploying GTM in your environment. Hope this helps.
