Customizing the WebTop in APM

We have a team working on customizing our F5 APM. There were able to modify the logon and logoff pages per company specs, but cannot modify the webtop. They are wanting to modify the back ground image to keep the same feel of the logon pages and our company website. Is it possible to modify the webtop to this degree? It seems that the changes they are making to hometab.inc are not working. I'll include a screen shot of the customizations on the logon page.
