I am creating a DNS view and have run into a problem that is documented but I have not found the answer or reason. When I create the zone file I create it as MASTER. When I try to open the zone so that I can add a record I get the following error "General error: 01150b21:3: RCODE returned from query: 'REFUSED'".

pedinopa_170325I found the answer, it is the order in which the views are presented. The internal view had to be before the external view
I was able to get this working finally, but there are a few tricks to doing so. Namely, the GTM always takes the first view match if the source IP is allowed, so "internal" needs to be listed ahead of "external" in DNS -> Zones -> ZoneRunner -> View List.

The more specific reason is that the view containing "Match Any" must be listed last.
