Nimbostratusyes - the f5 will set the persistence cookie to a different pool member if the original member goes down
the only interruption a user would see would be at the application level. I suspect that there is a reason persistence is required for this application, so the user may have to start their transaction/session from the beginning, re-login to the service, etc.
