cookie manipulations and coding

We have a high priority deliverable which requires extensive cookie manipulation and removal/addition to encoding. Essentially we need to inspect for double encoded cookie values and replace them with single encoding for particular URIs. The reverse process from single to double is also required. any insight to this would be extremely helpful!
