You are correct about the possibility of the hash not evaluating to the server which set the cookie. Passive cookie persistence overcomes this flaw by having each server deterministically set the appropriate cookie value, which will in turn be decoded reliably by BIG-IP to send persistent connections to the inital server on subsequent requests.
And of course you're also right that there are myriad ways you can use any persistent value to achieve persistence with an iRule instead of using built-in features. If that's where you end up, I'm sure we can help with any additional questions that might arise.
