considerations updating a v16 LTM HA pair

I have 2 LTM bigip running 16.1.3.3 in a HA pair.  When i update the passive member to 16.1.4.1 it comes back up as 'offline' and 'disconnected'. The unchanged primary is online (active) + disconnect...
