Connection Rate Limit for LDAPS VIP

I need to implement the Connection Rate Limit for LDAPS(636) VIP in the Production Load Balancer as we ran into some high CPU Usage and Users logging into the same back end server, How can I determine this value in order to limit the New Connections accepted per second.

    I want to determine what value would be reasonable for setting the connection rate limit based on Client Connections(Source IP address).
