Sounds like you don't have advanced shell access for your user account. If you are sitting at a prompt that looks like this...
root@(bigip17)(cfg-sync Standalone)(Active)(/Common)(tmos)
... then you are in the TMOS Shell (TMSH).
You can try executing the "bash" command at the TMOS prompt. If permitted, this will temporarily drop you into bash where you should then be able to follow the instructions in SOL3667. Or you can change your BIG-IP user account to allow Advanced shell access. Many sites don't allow that though.
