Seems there are some changes afoot. Previously an an SCF would just be a single file. I've just tested this and indeed it now creates a tar containing SSL certificates and iFiles too. No license information though and compared to a UCS there is a considerable amount missing so I would still suggest you use a UCS archive instead if you want to do a full restore. The SCF is enough to duplicate the LTM configuration and required SSL and iFiles but not the entire box configuration (user home directories, external DGs etc.).
