Can I call the ConfigSync::download_file() function with less than admin access rights?

Sorry for the delay on this response, it must have slipped through my filter.
I just verified on my v10 system that the following roles are allowed download_file privileges:
Operator
Manager
Resource Administrator
Administrator
Application Security Policy Editor
I don't have a v9 system handy at the moment but likely the similar roles on that system will work as well.
