Should be doable. You can setup the F5 to send emails based on a Custom SNMP TRAP which is matching on a log entry in var/log/ltm

The SOL below should get you started, it's an example that sends emails when certs are about to expire. Just create your own custom alert (assuming there isn't a standard TRAP you can use) based on the /var/log/ltm config update messages you are interested in.
