NoctilucentWell provided the users are not TACACS based, because I think bigip_users.conf would come into picture only for LDAP users.
Also if the users are from LDAP, then he would manually require to put entry for every users as cli preference and load the files later, which would need to go under planned maintenance window.

MVPnot sure about the TACACS part and certainly not the perfect solution.
but im not aware of anything better, perhaps someone else.
