CAPTCHA does not return Re-Captcha

Hello all

I have configured protection against a brute force attack on the login page. If the user enters the wrong password 3 times, a chaptcha is displayed.

When the user incorrectly fills in the captcha (or sends an empty field), the captcha is not returned again, and the user is sent further to the application.

Is this normal behavior?
