Can't see all the monitors

Can anyone tell me why when I go to a node I can't see all the monitors as available? If I create a new one it doesn't always show up there? I am trying to setup an HTTP rule very simple is the page...

If you are running v10, make sure you select the appropriate management partition before you create or search for a monitor. This feature tripped me up quite often when I was first exposed to them.
