I had a similar problem with error 01070083:3. I was trying re-configure an iapp by specifying a different health monitor and kept getting error 01070083:3. The iApp reconfigure would not let me set any other monitor. The problem turned out to be that I had the same health monitor set in another (related) iapp. Once I realized that, I set a different health monitor in the other iapp and that let me finally change the monitor in the original iapp. So the underlying error message (01070083:3) was correct because the system was unable to delete a health monitor that was in use.
