Can't delete deployed iApp

I'm trying to delete an iApp that I deployed but get an error when I try: 01070083:3: Monitor /Common/SMTP-Int.app/SMTP-Int_smtp is in use.   I've tried unchecking strict updates, delete the monit...

"Monitor in use" implies that some other part of the config is using it. Do any other pools (not connected with the iapp) on the device reference that monitor?

Nope, this was the only thing using the iApp. I've uploaded the monitor below. It's doing port 25 balancing and has three IPs under the monitor 'instances.' The only other pools I have are from the Exchange iApp.
