I don't get it ... Priority group activation would exactly what you want. Just keep both servers online but use a setting of at "Less than 1" with each server in its own priority group. Is it a requirement for one of the servers to literally be offline?

 

Alternatively, take a look at iCal.

Gonzalex, Yes it is a requirement that only 1 server will be up at a time. If both servers are up then it would be much easier to just use priority group activation. But user requested that F5 should trigger services on the secondary server in case the primary server goes down.
