Yes this is certainly possible.

 

In the GUI (assuming BIG-IQ 5.3 or 5.4) it's in Configuration tab > Local Traffic > Pool Members.

 

You can enable/disable/force offline in the same way that you can via the BIG-IP directly.

 

Permissions to do this can be delegated and restricted to specific pool members if needed via the Pool Member Operator user role.
