Big virtual relicensing failure

Dear, I fear a big virtual legacy in our environment. The same was on a physical host that had a problem. The team migrated the same host and gave problems to license, we did the rollback and it did not start correctly and again had a license problem. Have you seen this case?

Even recovering backup, master key and big ip license was not possible
