BIG-IQ will keep the configs in sync for both devices in the HA pair, so the answer is that they can edit either through BIG-IQ and BIG-IQ will keep the devices in sync.
There is currently not a way to limit the view to only the active device.

NimbostratusOne thing I noticed is that if I make a change directly on the Active ltm and hadn't synced the pair yet, then take a pool member out of service on the standby ltm, it does overwrite my changes on the active ltm. That could be a real problem if engineering is making changes and the NOC has to take a server out of rotation at the same time....
