Once you upload a UCS you have to actually apply it. You can either apply it from the CLI or the GUI. I would suggest you use the GUI to upload the UCS and then apply it using the 'restore' button.

 

You should be aware that your configuration may not load if you don't have all the pre-requisites. A UCS file is not a complete backup of your system. Based on the error message above it looks like you have some custom files (maybe for a sorry page or an APM login form?).

 

Try using the 'merge' option with the sys config command. Here is a nice write up on the CLI options for the sys config command:
