b merge command is not working for gtm v10 devices.Is there any solution for this?

To my knowledge the "b merge" command will only work with the LTM Module and merge configuration items into the /config/bigip.conf.

My suggestion would be to see if you can use TMSH to "merge" / input configuration items into the GTM, HOWEVER TMSH is NOT fully featured in v10 (for either the LTM or GTM Modules). That being said you may end up doing it manually until you get to v11.x.x where I know from experience that you can use TMSH with the GTM Module.
