NoctilucentThey should all be part of the same GTM sync group if they are all authoritative for the same domains. If DC A is authoritative for test.company.com and DC B is authoritative for production.company.com, then they don't need to be in the same sync group.
I guess the easiest determination is, if you make DNS changes at DC A, do you want to make those same changes at DC B? If yes, then add them all to the same GTM sync group.
