APM webtop customization

After loging into APM, there are lists of resources available to the user presented in the webtop. There are users who need to be able to select each resource icon by tab key rather than mouse..., which is not possible with default webtop. They cannot use mouse for some reasons. Is it possible to customize or rewrite the webtop using iRules to make the links selectable?
